The incumbent is responsible for planning, organizing the school and community prevention programmes of the National Alcohol and Drug Abuse Prevention Secretariat.

To manage the HIV/AIDS Co-ordinating Unit within the Ministry of Health for implementing the Trinidad and Tobago HIV/AIDS Comprehensive Prevention Treatment and Care Health Sector Plan.

The Programme Development Specialist develops and establishes the Tobacco Control Programmes within the Ministry of Health.
